Active X problem with flash

Hello,

I'm about to deploy a flash application, but I'm encountering very inconsistent problems with Active-x. Some Service Pack 2 need both "intilialize not safe...
", and "run Active-x and plug-ins", in the IE setting. Others only need "Run Active-x...." Is there anything that can be done from the development side? Can I digitally certify those files somehow? I've seen some people talk about IsObjectSafety, but I don't know anything about it.

Can someone help? Thanks
