Active directory sites issue

hello. We have a main office and two branch offices. The main office has two Win2003 SP1 domain controllers and the branch offices each have one. I believe our sites, site links, and costs are set up correctly but I am not sure. When I browse the domain (Start - Run - \\domain.local), sometimes it contacts the DC here in the main office, but sometimes one of the remote DCs responds to the request. Same reaction when I ping "domain.local"... sometimes it's one of the local DCs, and sometimes it pings a remote DC. Any thoughts? What is misconfigured?
 
Yes, thanks... should have mentioned that all DCs are global catalogs, all subnets are in the correct site. All DCs are DNS servers. One more thing that might help: I ping "domain.local" and my local DC responds. Then I run ipconfig /flushdns and ping "domain.local" again, and a remote DC responds. Or vice versa... after a dns flush, a different DC responds. Why would my local DC not respond each time if it is available? They are not busy.
