Active Directory right to create Exchange distribution groups

Hello,
I have got a simular problem. But having not only this problem. Wat i want is that a user can manage contact, distribution list etc from a point in the AD. I tried to acomplish this by a custom MMC but could not customize this so to get me and the user satisfied. Encountered a lot of problems. One of the problems was creating a new dist. list give the user the oportunity to create a local, global or even an universal group. When adding members to de group/list users see all user/groups in our AD. Just didn't fix this problem. Can also not find any tools to solve this for me. Could think about a web interface with ASP PHP or other code or a customized MMC.
