Active Directory replication on Exchange 5.5

Hi. This is my problem:

There are 9 exchange sites on my company. all of them are Exchange 2000 Servers. The main exchange server is Exchange 2000, the server connected to internet is Exchange 5.5. The newtwork is Active Directory mixed mode. This is my problem: When i create a new foreign user, i mean, selecting a foreign exchange server to store its mailbox, this new user does not appear in the global user list in the Exchange 5.5 server. This exchange 5.5 server only displays in the global user list, only the users that stores its mailboxes in the main exchange server. Why?? This exchange 5.5 server has the Internet Mail Server connector, and i need to add the new users to group that has permissions of internet mail. Any suggestions???

Not quite clear on the exact details here, but it sounds like the ADc (Active Directory Connector) is not working correctly. This is responsible for replicating between the Exchange 5.5 directory and the AD directory. Find out which server is running it and check the event log and properties of the ADC connection agreements.
