Active Directory Profile Updating Client to Root

Recently we migrated for NT4SP6 to Win2kADV, We have finalized the propagation of profiles from the old PDC. Expecting to see profile management improve from the upgrade, we are confused as to why changes made to a users profile on the local machine still do not update at the root. To explain furthur, a user will log on to an XP or 2K client, delete a file from say desktop, log out, then upon relogging in the file in question returns to it's original location. even stranger, since these are roaming profiles, when a user makes changes to thier profile then logs out, when logging on to another shared computer, the profile reverts backs to whatever was cuurent the last time they logged in at that client. This is creating roaming profiles that continually grow untill they are 100's of megs a peice.
We have tried a brass knuckle approach of deleting files for the profile on both the local machine and in the root, when loggin in to another client all file s on that machine or copied back to root. So I guess my question is, does "Copy to.." under user profiles for local machine remove files that have been removed locally, and is there a way ensure that any deleted files remain deleted? short of deleting all local profile directories, and deleting from the root. Any help or links or documentation on active Directory would be helpfull, thanks to all for sharing thier knowledge.
