active directory problems

We are experiencing a problem with one of our locations, some machines can log on and others are getting account restriction errors. Upon checking this I looked at the event log and found several errors related to DNS such as event 4000. I tried to add a user into the active directory and received the following error:
Windows canot verify that the user name is unique because the following error occurred while contacting the global catalog:
A local error has occurred

Not sure but this seems to me like a corrupt active direcory, if this is the case how is any recovery possible?

Did you check and see if you have a GC enabled in AD Sites and Services?
 
You said one of your locations... if you have several locations how are they linked and have you been having any problems. You should be able to look at the event log of a DC under directory and if its having problems replicating with other servers it will give you an error and its code number.
