Active Directory Help

I am trying to give restricted permissions to our Front Desk Receptionist where they can enter user's information into the Active Directory, where it can show in our Global Address List.

Since our Exchange is linked to our Active Directory, it seems that there is no other way to allow a restricted user access to our Exchange Server where that person can enter the information for every user.

Is there a way, either through Windows 2003 Server/Active Directory or Outlook 2000 where the user can gain access to just enter the information fields (Last Name, First Name, Address, etc)?

I have found a semi-solution where in active directory, in the very top of the list (the domain), I have been able to add permissions to this user where they can only access certain fields in that user's information. I have figured out all fields needed, except for the Description. I have given read/write access to Write Description and Write AdminDescription, but cannot figure it out.

Can anyone help with both questions I have?
