Active Directory Global Catalog

I have a domain with three domain controllers in the root domain and three child domains. Two of the DC in the root domain are Windows 2003 domain controllers that are also Global Catalogs.
If I shut down the original GC, the child domain controllers show event viewer errors that say 'unable to establish a connection wiht the global catalog'. Why wouldn't the child domain controllers be able to connect to the second GC?
 
check the DNS entries for global catalogs and make sure that your second server is listed as a GC.

Both servers are listed in DNS as global catalogs.
