Active Directory Forest Synchronization

We currently have three Active Directory Forests.
We need to synchronize user accounts and passwords from two domains into a third.
I know both Quest Migration Manager for Active Directory and MIIS can do the job, but they are expensive tools. Does anyone know of another tool that can do the job.

Any ideas would be great!

Do you need to do this as a 1 time thing or a continual sync?

This is just a stab, but you can use the free version of MIIS, called IIFP, and do some sync'ing. I know it is limited to just AD and ADAM, but I do not know 100% for sure if it will work with AD to AD. I use it to do AD to ADAM instances.
