Active Desktop GPO issues

We are a Citrix environment running Windows 2003 server. I wanted to display an HTML background through a GPO. The HTML file will change through-out the day as company information changes. Got all that working through an Excel macro. I can get the Active-Desktop to display but it's full screen and basically looks like a wallpaper. Trying to make it a true Active Desktop running in a window. That way I can force refreshes through a vbscript. Right now it's basically a static wallpaper. Any suggestions please? Spent about 3 days on this and did a lot of research.

If you don't have a solution then how about recommending another way to deliver content to a users desktop? Thank you.
