Active Content Blocked From Loading In Application

I have an application that has a page with the Flash ActiveX control embedded into it, which loads/plays an SWF file that is installed along with the application.

On all bar one site, this works fine. On this one site, nothing gets displayed. The Flash Player is correctly installed because I can go to the Macromedia site and see the test movie.

Are there any settings (Group Policy etc) that can block active content, particularly SWF files??? Is there anything else that could be preventing the SWF file from being loaded/displayed???
 
Seems more likely to me that a policy is preventing ActiveX from working, since ActiveX is widely viewed as a security risk. Especially since Flash tests fine

ActiveX can be disabled via Group Policy for IE - do other browsers work ok at this site? (when you say site, are you talking different web sites, or different physical sites from which people are trying to access your application???)
