Active call indicator but no dial tone

I have a M3904 with the green intercom button displaying active call but the indicator displays an outline ∧ of a phone not the normal solid indicator.

What state the phone is in ?

go into LD 80 and do a trac on the set; if the DN appears on another phone, it may be active
