activate web server

I have Windows 2000 server and o've a big problems, when i install the web server iPlanet 4.1 with any service pack i use (until Sp11) i've yhe same problems, The service of Administrator is ok but every web server i create on any port it use the web server don't turn on, the process don't generate any errors, whot can i do? help me please!!!
