Developing an application for the tablet PC using VB6.0. I would like to be able to activate/de-activate the Tablet PC Input Panel and more specifically the ink(Turn-on/Turn-off Write Anywhere) from within VB. Anybody have an example as to how this might be accomplished?

Your post is unclear; do you mean that you are developing an application ON a tablet PC using VB6.0?

As far as turning on the inking ability anywhere, I'm not sure if that is possible. Usually the companies are pretty clear that you can only write fully in a specific writing program set-aside for that purpose. You should check out the home site for the tablet PC you have and see what you can find. You also might try the home site of the OS you are using on the tablet PC (probably just one OS for all tablets, so microsoft's site would probably provide you with the answer)
