Action Cancelled in IE running .VBD

I have an application that runs from a .VBD (and a .CAB) thru a web page created with VB6. I have 4 clinets with identical settings all running fine. We updated the CAB today and and 3 of the 4 clients are fine, the 4th get the popup to downlod flash past and then an action canceled, webpage temporarly unavailable over and over...

ANy thoughts?
