Action Button Not Working

I have a database that I have been working on for a couple weeks with just a few forms in it. Recently I wanted to add a button that when clicked on would open another form. This use to work.. I would just click on the add button icon on the tool bar and place the button on the form. A menu would open and I could select Open Form and that code was automatically applied to the button. But for some reason now when I place the button on the form all I get is the picture of the button with a Command # on it. No wizard... if you will opens up.
Does anyone know what causes this and how I can fix it.

Just to the left of where you click to add a control, there is a little "magic wand". Make sure that button is pushed in to make the control wizard work.
