When I create a custom icon and choose a different graphic, I get a message "Not enough memory" . There are too many custom icons defined" when I click OK. I have not created any custom icons before
 
What operating system are you running on? I was able to do this on my NT machine. Are you able to select an icon from the default DLL that is selected by the Action Bar Editor(c:\winnt\system32\shell32.dll in my case)?

Running Win95

I tried creating a custom icon using icon editing software. It could have been the icon size was too big. I resized the icon and it seems to work.
