ActExt.dll could not be installed or loaded

Whenever I launch MS Outlook 2003 on a brand new Dell Laptop with MS Office Pro, XP Pro, and ACT 6.0 i recieve this error:

The add-in "C:\WINDOWS\system32\ActExt.dll" could not be installed or loaded.


My Act email won't work and using the "Detect and Repair" optin in MS OUtlook does not resolev the issue.

I am setting this laptop up for a new employee.

Once you get past this error, MS Outlook works fine and ACT works fine, just the email function does not work correctly.


Any suggestions?
