Actaute 7

We are using an application called Emptoris Contract Management and we are using "Actuate 7" as the reporting server.
When we click on "Reports" link in the Emptoris application, the actuate application is supposed to open up.
But when we click on "REports" link, the screen keeps on refreshing and does not open up the Actuate home page.
I am seeing the following error in the Encycloepedia server log file. Could anyone please help in resolving this issue?
I will provide the log files if you want.
