We have Act Premium 2007. Whenever we try to log into the database, we get the the following error:

The database could not be accessed. In order to access this database, check your netowrk connection and verify that your database server is available. It may be necessary to disable any firewall software on your computer or the server.

We have tried rebooting the server several times. We have also verified that the firewall is disabled. when we do reboot the server, it works for a few minutes than stops again.
