ACT and ActiveSync

hi
i installed ACT on windows xp sp2, and i installed activesync v4.1, i followed the same steps for an article which is an example on Maxthon browser..
but it is not working.
does any one have a clue about how to configure ACT so that ActiveSync work on limited users?
please, i need your help
