ACT 2008 on Windows 7

We have a customer that is trying to get ACT 2008 running on a Windows 7 Home Premium laptop. The software goes through the installation but stops because it cannot install / start the SQL service, the error is not enough permissions. The user has full rights to the pc and we have tried running the installation as administrator but this had made no difference.

Any idea's would be gratefully received.

I have informed the customer that they should be upgrading ACT to 2010 so that it is compliant with Windows 7 but just wondered if anyone out there had got an older verion working.
