ACT 2000, Word and WinXP not playing nicely together

In the last several weeks, I've been experiencing more and more problems with ACT2000 and Word when merging on a WinXP machine.

At first, I attributed it to the new version of Office these machines had. I uninstalled Office 2003 and reinstalled Office2000. The merge worked until I logged off and my user logged in.

Aha! It only works when logged in as "Administrator"?? Yep, sure enough, it does.

I get the error that it will not load the word DLL associated with the merging function.

Does anyone know how I can get this to load without giving the user the keys to the kingdom??
 
In ACT 6 it works if you give "Power User" rights to the user. Not ideal, but not as bad as giving full admin rights.
