ACS R6.0 goes dead 1

I have a client that has an ACS R6.0 with a 206e R3.1 powered by a two slot ACS carrier. From time to time the system completely dies. The client is able to restore the system by powering it down and powering it back up. Is the problem with the two slot carrier or the ACS processor?
 
When it goes dead, are the LEDs on the ACS processor and the 206E, on or off?

If they are on, then I would say the ACS processor may be bad. If they are off, then I would suspect the power cord or the 2-slot carrier.
