In the older Partner Processors R4.0/R4.1 why does Feature #117, Voice Mail Cover Rings not work? It seems to be fixed at four incoming rings before the incoming call goes to Voice Mail.

In the ACS world R6.0 is Feature #321 valid for changing the rings before an incoming call goes to Voice Mail?

#321 is for ACS R3.0 and higher.

Don't confuse "VMS Cover Rings" which controls how many rings before a transferred call rings at an extension before covering to that extension's mailbox, with "VMS Hunt Delay" which controls how many rings before an outside call rings before the Auto Attendant answers.

On your older Partner processor, your choices are Immediate (2-rings) and Delayed (4-rings)
