ACS AA only answers on L1 and L2

I can only get Partner ACS 308 with a 4 line expansion to answer lines 1 and 2. I have the ring count for all lines set at DAY and 4 rings but it will only answer on 1 and 2 and just keeps ringing on 3 and 4.

Assign the lines 3 and 4 in sys prog #206, for line 3 it's
#206-7-03-1 and same for line 4
