Acrobat with ACCESS Runtime system

I have an ACCESS runtime system (so we don't have to spend alot of money on software) on all my user machines. We need to start emailing some documents to customers. We would like to send them in PDF format as most everyone has that already on their machines.
Does Acrobat offer such a program, that I can install it only on the programming computer and when I package my ACCESS system, Acrobat commands go with it, so that I don't have to purchase numerous copies of the software.
