ACRA installation fails: biometric database installation fails

Hi guys,
i have exactly the same issue like this:

is anybody here who has experinece with the instalaltion of the ACRA?
i followed the step by step documentation about the SQL server installation, but no luck.
The biometrics database installation fails, with error code 1603. Avaya and Verint has no detailed documentation about the installation process..
