acquiring/finding SAPinst executable

I have downloaded the EP 6 SP9 archive for use on Windows XP in conjunction with the .NET PDK - this archive doesn't seem to contain the (necessary) SAPinst executable, though it does contain some SAPinst-related files.

Do these archives do indeed contain SAPinst, or is there somewhere else to obtain it?

Thanks for your help.
