Acessing non secure sites

My server 2000 can only acess secure sites. I can ping by name and ip any internet address that allows pininging. There is no firewall software on the server but we are behind a firewall. All other user's and servers are fine it is just this server. It was hit with the netsky virus. When I check the ports on the machine it shows port 80 in time_wait not listening. Dell thought it was a hardware issue and swapped out our motherboard. this did not help. can anyone help or does anyone have any ideas?
 
Did you try other browsers? Mozilla? Opera?
 
Yes, all the browsers work the same only the secure sites are accessible.
