ACD Call center with analog agent phones

I have 7 agents with 500 sets and 1 2616 supervisor set. the ACD que is 8220. If an agent recieves a call in que and transfers caller to (7051(one of the other agents)) the caller recieves 7051's V.M. 7051 never rings. if the call is transfered to any of the other agents the other agents can receive the caller. Why can't 7051. They are all built the same and all logged in. 7051 will ring if it is a regular acd qued call but not if another agent transfers to it. Should I out and rebuild? I would start there. There has to be something wrong with that station.
 
what i would do is print the details of 7501, then out it and copy one of the working phones to that tn.

if this fixes the problem, i would then compare the print against one of the working phones to spot the difference,

I thought we weren't suppose to copy acd phones? Thank you for the help,
