Acd call block on No Logged-in state 1

Hello , can anybody specify if there is a way to send block signal on the D channel when there are no Logged in agents for ACD calls ?
I want to inform the other side not to send calls when there are no logged in agents .

Busy ,disconnect or reroute doesn't help .

In the vector place a step that if loggged in agents are <0 go to a announcement. This announcement states there are no logged in agents then disconnect.

if the other side is avaya switch, you can use look-ahead interflow feature to do this. the new name for lai is "virtual routing".
