acctinfo.dll not adding to my AD MMC pugin

A plugin under ALTools.exe should allow me to add a new tab in the user properties called Additional information in AD, but when I follow the instruction, the tab never appears. I placed the DLL in my System32 folder and ran regsvr32 acctinfo.dll and it said that it was registered. But when I go in to AD, and look up a user, the tab is not there.

Has anyone used this tool before and got it to work?
