ACCPAC FAXSERVE 5.0 and Windows 2000 Pro

I currently have Faxserve 5.0 installed on a Netware Server 5.0 and I'm currently trying to get the 16-bit client installed on Windows 2000 Pro. I was able to get Bitware Faxserve Client installed on Windows 2000 Pro machine but I am currently getting an error:

Unable to create device context when generating cover page image. Make sure you have enough resources.

Has anyone had to deal with this? Any work arounds that may solve my problem
