Accountable DHCP

I need an accountable DHCP server for an ISP class application (production DSL). I have found but it claims to have a requirement of Redhat Linux. I'd prefer not to use Redhat, I'd much rahter use OpenBSD or Solaris (or Slackware if I have to use a Linux) because of a greater knowledgebase with those as opposed to Redhat. Does anyone know of such an application (preferably an open source one)?
 
Solaris comes with DHCP on it ... 'dhcpconfig' ...

what do you mean by 'accountable DHCP'?
