Can someone tell me how to turn on/off the ability to retain the data (usually account number and password) that pops up when accessing a web page where you have logged in before?

Not sure what you call this functionality.

It's called Autocomplete and you change the options via Internet Options > Content > Autocomplete

You can choose what will and won't autocomplete from there.
