How do I look at a user past activities on window2000 server?

Assuming you have enabled auditing of both the OS security policy and your files/directories, you should be able to filter you security log to display information for your particular user

I think something like that was set when we first got our server. But, we can not track anyone through the event viewer log. Please provide instructions or URL on how to check what settings are there and how to reset it if it no longer there.
