ACCESSING TWO SECURED WORKGROUPS

Is there a way to access two separate Access 97 databases with two diffent secured workgroups?

I have an established database with over 700 client files in it. The Personnel office has a Access 97 Database that has for tracking time. They don't won't to tied the two together. The problem is we have two diffent secured work groups and we can't access one DB without joining the workgroup first.
