Accessing page route on sbo from cs1000

I have a page route setup on a SBO with an ACOD of 6003. I am trying to dial that access code from our CS1000 over a sip trunk.
If I have 6003 on an analog set on the SBO I could dial 6003 from the CS1000. This is the page route on the SBO

When I try to access teh Page route I get a fast busy release and try again
 
Change the prompt NACC (network access control) from PGNR to PGNU, Paging restricted to paging uncontrolled

 
I think it maybe the TARG - 1. Default on the sets of the CS1000 have tgar of 1. This maybe restricting the sets from dialing the access code.

It was the PGNU.
