Accessing outside lines when both POOL buttons are lit

I've got a Partner ACS Release 6, with a T-1 module carrying 16 trunks. All trunks are in the main pool and have DID service coming in on them. My problem is this:
When I have two or more incoming calls, the pool buttons are lit and I have no way of selecting an outside line. I've tried to access an intercomm button, then dial 9 for an outside line, but I get a busy signal. If I try to access the POOL with one of the lit POOL buttons, I bridge onto one of the calls in progress.

Suggestions Please?

And to select a specific line, dial intercom 8xx, where xx is the line number in the system (ie: 802, 807, 812, etc.)

9+ will only get you whatever trunk is not busy in pool 1. If all your lines are assigned to pool 1 and the pool keys are lit, no line is available. Also, make sure the DID trunks are set as two-way trunks and no outgoing access restrictions are set. You may even want to break up your DID trunks over a couple of pools so that more key assignments can be made.
 
Hi Phil,
If your lines are all in the main pool try a switch restart. This will reload the program and may clear the fault.

Thanks everyone for the quick responses! We're going with the "dial Intercomm 880" process to gain an outside line.
