Accessing nsf files using VC++

hiii,
I want to make an application in vc++/vb that can aceesss specified domino server's mail file for given user name and password. I want to do all mail kind of operations through the application without using notes client.
I have tried VIM API and C++ API for Lotus Notes, but couldn't get any success yet.
Is there any way to achieve this with or without using these APIs.
I will be thankful for your help.

I have yet to see any solution for sending mail via Notes that didn't require the Notes client to be open. One could send mail from any number of apps using VB, but the client had to be open, or opened programmatically first.
