It is a separate install option of Exchange. Run Exchange server set up on the same machine you use for IIS (it needs IIS to run).
Suggest that after that you ensure you have the latest service packs running as Exch 5.5 SP2 is ok, but SP3 makes OWA run better. You'll also need NT4 SP5 or 6 for best results too.

You can run IIS on the Exchange server but you need a big machine and a lot of RAM. If you run IIS on another server you will see big speed improvements. But it is ok to run them together (I do on one server).
People allowed on need log on locally access to the Exchange server. Internally they type in
and externally you type in the mail address for your domain (assuming you don't have firewall problems in which case I can't help without knowing more!).
