Accessible PDF - Alternate text

My company is moving toward complete accessible PDFs. When I add alternate text to figure, everything works fine. However, when I try to add alternate text to a link tag (<LINK> or <LINK-OBJR>) I get the following error: <em>1 element(s) with alternate text that prevent the user from seeing form fields below it in the structure tree</em>.

My supervisor insist on adding alternate text to links and I am not sure how to add the alternate text to the link and avoid the error. Can anyone help? I am using Acrobat 7 professional.
