Access2009 disabled??can't create database

I have a new installed Office2007 Ultim. of which Word/Outl/Excel are working good.

Upon opening Access2007 (even run as Admin) I see the
Welcome screen and try to start begin "blank Database"and
then hit "Create" and I get the error similar like:

"The application is disabled and databases may not be created"

If I hit a old previous made(not with this new install)
called Database2, I can open it as read only only) and
cannot make any changes in that case/dbase.
What is wrong, and how to cure this problem.
