Access User Level Security ?

I have installed Access User Level Security on IPADS.mdb. When I click the shortcut, everything works fine. However, if I open Access and select IPADS.mdb from the Open history window, I bypass the security and go directly into the database. It doesn't seem worth the bother if a user can inadvertently bypass the security? How can this be prevented.
 
The usual way is to remove all permissions of the default user (Admin).
