Access Upsizing

I have a database in Access 2003 that I want to convert to SQL Server. I read that the Upsize function in Access is the way to go.

But whenever I try to run this (even with 1 simple table), I get

ActiveX component can't create object.

Do I need to do something else first?

Any insight would be appreciated.
