Access Upgrade - multiple users

I designed a database in Microsoft Access 97 which I have now upgraded on Microsoft Access in Office XP. We have also changed from client PC's to using a terminal server. Since this has happended the database has had problems with multiple users as follows:

When you try to open the database when another user has it open:
The database has been placed in a state by user 'Admin' on machine 'RSPHDC1' that prevents it being opended or locked.

When trying to open a mailmerge when the database is open on same user or other:
(document name) is a mail merge doc. Word cannot find its data source, (filename and path or database)

background on the database design:
The database is based on 3 main tables with several other look up tables. These three main tables are used in a form for entering data which has two subforms and uses a combo box in the header to select the company to be shown. Two of the tables are also used to design query which produces a report. There is also one other form for entering data and one for viewing data set up in a similar way, and one further report based on a query on two tables. The database has a menu system of 4 forms with command buttons taking you to the relevant next stage.

Do you have any ideas on this?
 
Access 2000/XP works differently than 97 when locking tables as you request to modify then.

The first step would be to separate the data and put it in another MDB. Then use links in the main MDB that points to the data MDB.

You will find you have less limits on what you can modify while someone else is using it. At worse, you can still copy that main MDB to your local PC for developpement, you will test it with the real data (since tables are only links to the real tables), then when ready you copy your developpement copy over the original one...
