Access TV Card from my VB program

Gentleman,

We are developing our graduation job in a brazilian university, and we are using a Phoebe TV card (Phillips) to acquire the images. This card processor's is the BT878, but we can't find those libraries, APIs, DLLs or OCX.
If fact, we need to know if exists any kind of kit or libraries to access this card using Visual Basic,Visual C or Delphi, to access this card with our own program.
If you know any other way to access the TV card from our program, please let us know or indicate where we can pick it up.

Please, if you can help us we really been thankful.
Our graduation depends on this access.

Try contacting the card manufactuer, they usally have a developers division, also there make also be a situation where you will not find such APIs, as the company wouldnt want you to make any players for it.
