Access to someone else's Outlook folder

A user has given another user owner permissions for a folder in her outlook, but the person cannot view the folder. How can the second person gain access to this folder w/o having to export/import the folder.
 
Have the second person go to File - Open - Other User's Folder... in Outlook.

The first thing you need to ask yourself is:
WHERE is the other person's mail, on a server or a local PST?
If it is a local PST, it will not work that way.

Has the user given access to the Outlook Today top level too? As this is required too.
