Access to Outlook Express Address Book

I want to transmit a file of names and e-mail addresses to another user who uses Outlook Express. Is there a way that I can "package" the names into a group and transmit the group to the other person.

Specifically, a volunteer organization's members would like to have a regularly updated group (or set of groups) with names and e-mail addresses that could be shared. If the information is all contained in the membership director's Access database, is there a way to create a query, indicate comma-delimited values and send this to Outlook Express?
